Introduced in 1929 and based on the Hendrie designs, the C-21s were manufactured in Belgium. They had an enclosed vestibule with a concertina corridor connector at the front of the vehicle, and a large observation window at the rear. Because of the observation window and the lack of any possibility of a corridor connection at the end of the vehicle, they were always marshalled at the end of the train, and the guards/baggage van at the front. This forced the requirement for a dedicated guards compartment fully equipped with a vacuum gauge and train brake wheel. As built, the lounge area was just under half the length of the carriage, with first class accommodation for 14 passengers in three compartments and one coupe. Originally supplied with frameless windows, these proved to be problematic and were replaced with standard framed windows.

The model is supplied in early configuration, prior to rebuilding as a full length lounge car with full corridor connections each end.

Supplied unpainted, but with a detailed interior with separately applied compartment doors, bunks and seat backrests so the modeller can customise the model as they wish. Window glazing is supplied in an assortment of fully closed, 3/4 open, half open, 1/4 open and fully open configurations for the modeller to customise individual vehicles. This model also features the fully sprung and operating inter carriage walkways unique to SARMODEL. Bogies, wheels, couplers and screws are included. The model also features accurate underframe equipment and accurate roof vent spacing and arrangement.
